The decentralization of primary schools involves the school being empowered to perform most functions from the central, provincial to district, they are also responsible for the functions assigned. The situation of empowerment of primary schools in Hanoi, Vietnam from the perspective of Education and Training Department officers shows that Vietnam has initially approached the trend of decentralization. Decentralization activities have taken place and legal guidelines have been issued. However, the regulations have been limitted the rights of school level. The role of the district level has been high. The schools are still the executing unit and they do not have accountability and responsibility.

In this article, we use theories of communication and vocative features to explore some vocative features of communicative roles of the People’s Public Security officers in communication. The basis for us to determine the vocative characteristics of the People’s Public Security officers is the Regulations of the People’s Public Security and the results of the survey obtained through the film of "The Secret of the Golden Triangle" by writer Nguyen Nhu Phong. The results show that, in different situations, the People’s Public Security officers’ vocative form is flexible. In addition to the legal vocative given in the Regulation of the People’s Public Security, the vocative pair of “tôi – đồng chí" (I-comrade) appears with a very high frequency and depending on the different circumstances, the pair is changed flexibly. From the results of the survey, analysis and interpretation, we came up with the following statement: the vocative of the People’s Public Security officers is both regular and customary, both formal and friendly, which enriches kind culture in the communication of Vietnamese people.

Novice primary teachers need professional and teaching skills support. This study was conducted in the school year 2015-2016 at primary schools in 3 geographical regions of Vietnam. The sample consisted of 320 novice primary teachers (1-3 years). The content of the survey focused on two main issues: 1) professional support for novice primary teachers; 2) Some factors impede the professional development of novice primary teachers. This paper shows that novice primary teachers have not received direct professional support from management staff, especially principals. Professional training courses and pedagogical training are well appreciated; however, half of the novice teachers have not permitted to attend professional training courses. Teachers are facing a number of factors that influence on professional development such as low salaries, lack of opportunities for professional development. The study suggests some recommendations to overcome these situations

The cognitive semantics of each nation always restructure the semantic categories in general and the choice of each semantic meaning in identifying things. For Vietnamese people, a nation undergoing thousands of years fighting against foreign invaders to protect and build the country, nationality is closely linked with the name of things, especially in military terms. In this article, we focus on the aspects of nationality expressed in Vietnamese military terminology. Beside introduction and conclusion, this article consists of 3 parts: Part 1: Ability in Vietnamizing borrowed elements. This part states that borrowing language is indispensable, but the borrowed words always follow the comprehensions of Vietnamese people. Part 2: Methods of restructuring the conceptual implication of each appellation. In this part, we center on the description of terms used in military field featuring nationality to express the method of semantic structure based on native culture. Part 3: The use of unique materials of Vietnam. We, in this part, investigate the use of the familiar words or things in military terms.

Teamwork helps to enhance the productivity and efficiency of the work. Therefore, teamwork has been studied in some aspects as: model of development stages, roles of individual and psychology in a group. The scientific working group (SWG) is a science-friendly environment where scientists can exchange expertise, join forces, and work together to reach and settle new problems of science. SWG can attract near-discipline scientists to develop intensively an academic environment, or to attract scientists from different domains to focus their ability to solve together an interdisciplinary problem. Scientists face many difficulties in forming research groups, one of which is the lack of teamwork skills. The paper consists of three parts: an overview of model on development stages, the roles of individual in a research group and psychology in the group; Research directions on SWG and recommendations for Vietnamese universities to develop research teams.

Developing critical thinking for students has recently gained significant attention in global educational discourse and practices, in response to social demands for autonomous citizens in a knowledge-based economy. In Vietnam, the objective of developing critical thinking for students has now become one of the central focuses in the new general educational program required by the government. However, a critical review of literatures on critical thinking, the new general educational program, and practices of teaching and learning in Vietnamese schools, reveals a number of potential hindrances for the changes, including a lack of clear and detailed guidance in the new program regarding critical thinking, teachers’ beliefs and teaching habits, a passive and examination-oriented learning culture, and traditions of hierarchy and face saving. To make teaching for critical thinking reality, there needs to be cooperation and participation from all parties from policy makers to teacher-training universities, local educational departments, schools, families, teachers and students in establishing a clear schedule for the implementation of a social constructivist approach in teaching and learning.

The result indicates that the teachers lack of flexibility in the use of the measures, particularly the coordination of measures; the measures have not focused on the vocabulary development but more about perception. From the reality, the research proposes seven measures of vocabulary development of children 3 – 4 years old with autism spectrum disorders focusing on games, providing meaningful situations, enhancing communication through the pictures, encouraging the interaction of children with their friends… Experimental result has shown that children make progress of vocabulary development in all the aspects (1) the ability to understand the meaning of words (2) the ability to apply the correct words into situations (3) the number of words which children can understand and speak. This demonstrates that the proposed measures have had a positive impact on the children.

Thus, integrated studies is also one of the crucial orientation necessary for a fundamental, thorough innovation of the education system in Vietnam in the upcoming period. This paper will present the topic of devising integrated theme assignment with a view to develop the ability to apply knowledge in realistic problem solving for students in secondary schools. In order to build the integrated theme assignment, the author based on the scientific reasoning: To overcome the limitation of using the current curriculun as well as to serve the need for innovation in education at the Secondary level in the upcoming period; to develop the ability to apply knowledge to realistic problem solving for the students is the objective of teaching and is also the directive idea in the building of new secondary school curriculum; Divising integrated theme assignments is to serve the purpose of organizing the study in a way that help students develop the ability to apply knowledge to realistic problem solving. Based on its identification and general characteristics such as its suitability, multi-subject and intersubject, reality; we have named the princple in building and modeling the structure of a integrated theme assignment to use as an illustrative example of building integrated theme assignment in the current secondary school curriculum. The article focuses on investigating the three-phase reading comprehension instructional model (pre-reading, while-reading and post-reading), based on which it will identify how to apply this model to teach reading comprehension in Vietnamese high schools. Before reading, readers need to activate their prior knowledge and experience, determine reading goals and strategies, and build background knowledge. During reading, readers make sense of the text by taking different actions to achieve both decoding and understanding the text simultaneously. Post-reading phase comprises recalling something done before, analyzing text elements in depth, connecting for expanding the topic, and applying what has been learnt in daily life. The three-phase reading comprehension instructional model has been researched and applied successfully to instruct reading. However, in Vietnam, reading comprehension instruction does not really pay attention to guiding students to actively read texts as highlighted in this model. Practicing the three-phase reading comprehension instructional model in Language Arts subject at Vietnamese high schools means, in fact, to guide students to use strategies effectively in line with each phase of reading comprehension process.
